Message from Air Force Leaders

Airmen and Guardians,

On January 25, 2023, I directed a 90-day cross-functional review to comprehensively examine how the Department of the Air Force (DAF) investigates and responds to domestic violence cases, evaluate how we can increase survivor confidence in leadership, and determine ways to enhance our survivor support capabilities.  The review found the DAF lacked a sustained coordinating function to synchronize and organize engagement of all stakeholders across the lifecycle of a domestic abuse incident.  In response, I am announcing the establishment of the DAF Coordinated Community Response Senior Steering Group (CCR SSG) on Domestic Abuse.

The CCR framework, modeled after state and local community best practices, is central to our strategy for addressing the complex nature of domestic abuse and helping prevent, identify, and respond to interpersonal violence.  Many of our installations have already implemented this comprehensive framework, which leverages the expertise of the Family Advocacy Program, medical, military law enforcement, legal, command, and other helping agency representatives.  Our CCR will serve as the coordinating function in support of the recently established Office of the Secretary of Defense CCR and will align DAF prevention and response efforts throughout the course of domestic abuse incidents.

The CCR SSG will convene quarterly, effective September 1, 2023.  The initial focus areas include oversight and monitoring of the implementation plans from the Domestic Violence Cross Functional Review, providing a forum to elevate any concerns, and promoting awareness among DAF senior leaders.

The Assistant Secretary of the Air Force for Manpower and Reserve Affairs will serve as the CCR SSG Chair, while the Chief, Department of the Air Force Family Advocacy Program, will serve as the facilitator.  The CCR SSG is authorized to engage functional area offices and hold sub-working groups as needed.  At a minimum, the DAF CCR SSG will include senior leaders from SAF/IG, AF/SG, AF/A1, AF/A4, SF/S1, AF/JA, AF/RE, and ANG/A1.
